Job Description

The position is responsible for development and maintenance of company-wide labor resource models. The candidate will work with all company departments and levels of management to ensure timely and accurate plans are developed.

 

The candidate will utilize and maintain the existing Microsoft Access and Excel infrastructure to aggregate large volumes company data. This position requires maintaining detailed and accurate workload information that can be rolled through a variety of company breakdown structures.

 

The core job functions are listed below:

  • Produce a variety of time phased workloads which combine accrued actuals and future forecasts for backlog, highly probable, and potential elements of work to support:
    • Corporate / Financial Planning
    • Proposals
    • Strategic / What-if Scenarios
    • Resource Plans
  • Maintain configuration of all workload iterations and supporting assumptions, including attributes such as:
    • Ship construction / work scope milestone schedules
    • Budgets / estimates
    • Resource availability over time
    • Utilization rates
  • Iterate workloads through multiple assumption evolutions in a timely fashion
  • Coordinate the development and evaluation of plan updates across the support and engineering organizations
  • Support audits and provide SOX control documentation as necessary
  • Integrate data with the Earned Value Management System when required
  • Develop and produce metrics to monitor and communicate performance against a variety of direct labor workloads
  • Provide analysis to validate plans and identify risk areas. Frame up issues, options and solutions for business decision-making
  • Develop reports and ad hoc analysis in support of special projects or management inquiries

Required/Preferred Education/Training

  • Bachelor's degree in applicable professional, business, or technical discipline or an equivalent combination of relevant education, experience, and training
  • Advanced Microsoft Access and Excel skills required to manage & manipulate data/information
    • Queries
    • Pivot tables
    • Excel / Access functions
    • Interact with ODBC tables
  • Experience with Deltek (Cobra/Open Plan) or other project management applications is a plus
  • Earned Value Management experience is a plus

Required/Preferred Experience

  • Resource planning or project analysis experience, preferably in a complex manufacturing environment
  • Government Contracting or shipbuilding industry experience preferred
  • Project management skills including prioritization of multiple tasks and deliverables to meet deadlines
  • Ability and drive to work independently and within a dynamic team environment
